Kyiv Mayor Vitali Klitschko has urged Ukrainian President Volodymyr Zelenskyy not to sign draft law №13439-3, citing its incompatibility with the Constitution and the Budget Code. The legislation proposes diverting 8 billion UAH from Kyiv’s budget. The announcement was made by the Kyiv City State Administration (KCSA) website.

Klitschko called on the head of state to reject the bill and return it to the Verkhovna Rada for reconsideration. He stressed that the amendments violate principles of budgetary autonomy and balance outlined in Ukraine’s Constitution, the Budget Code, and the Law “On the Capital.” “Constitutional and budgetary provisions ensure state support for local self-governance, guaranteeing financial independence for municipalities and compensation for expenses incurred due to central government decisions,” the KCSA statement read.

Draft law №13439-3 stipulates redirecting corporate income tax entirely to the state budget, whereas currently, 10% of this tax is allocated to Kyiv’s budget.

“According to estimates, 8 billion UAH earmarked for Kyiv’s 2025 budget would be reallocated. These funds are critical for education, healthcare, transportation, veteran rehabilitation, and assistance to the Armed Forces,” Klitschko emphasized.

In July, Klitschko linked the proposed diversion of 8 billion UAH from Kyiv’s budget to authorities’ alleged efforts to discredit local governance and consolidate political influence ahead of potential elections. He noted the funds were intended for public transport subsidies, military aid, and salary supplements for public sector workers.

On August 20, the Verkhovna Rada passed amendments to the state budget (draft law №13439-3) with 229 votes, reallocating 8 billion UAH from Kyiv’s corporate tax revenues. Support came from 196 “Servant of the People” deputies, 15 from the “Trust” group, nine from “Restoration of Ukraine,” one from “Batkivshchyna,” and eight unaffiliated lawmakers.

Experts warned in August that the changes could lead to higher public transit fares and reduced support for military personnel.
