The decision to withdraw 8 billion UAH from Kyiv’s budget adversely affects not just Kyiv’s residents, but also the units within Ukraine’s defense forces receiving assistance from the capital community. Kyiv provides more support to the Armed Forces than all other regional centers combined, stated Oles Malyarevych, Deputy Commander of the 429th Separate Regiment of Unmanned Systems “Achilles,” on Facebook.

“Right from the war’s start, the capital delivered robust backing to our frontline units, setting a standard – allocating maximum funds for the AFU. Today, Kyiv supports the military more significantly than all other regional capitals put together. Assistance from Kyiv’s residents is always palpable. Yet, this was curtailed upon the Verkhovna Rada’s adoption of Law No. 13439-3. They withdrew 8 billion UAH from the capital’s budget. This move harms not only Kyiv and its capacity to fund public necessities. It strikes against our defenses, it impacts the defense force units who daily seek support from the capital and reliably obtain it,” Malyarevych wrote.

He highlighted that because Kyiv consistently secures resources, servicemen swiftly acquire extra drones, vehicles, and other essential combat tools.

“This happens due to funds being directly allocated to military units. Consequently, the troops themselves choose what to purchase, in what quantity, saving critical time. For some, 8 billion UAH may seem an abstract figure, but translating this to drones equals roughly 500,000 FPV units! This signifies preserved lives for thousands of Ukrainian soldiers and fatalities for countless adversaries. It’s hundreds of new trucks and pickups ensuring dependable military logistics,” underscored the deputy commander of the “Achilles” unmanned systems regiment.

Back in January, Klychko noted that during 2024 Kyiv had dedicated nearly 10 billion UAH from city finances to aid its defense forces. These funds procured 14,000 drones of various types, over 100 vehicles, and military gear for defenders. More than 3,000 additional drones, equipment, and “Cobra” armored vehicles were bought using extra-budgetary contributions.

On August 20th, the Verkhovna Rada authorized alterations to the state budget (Bill №13439-3) with 229 votes, provisionally including the removal of 8 billion UAH from Kyiv’s budget derived from corporate income tax. Support came from 196 deputies of “Servant of the People,” 15 from the “Trust” group, nine from “Ukraine’s Recovery,” one MP from “Batkivshchyna,” and eight non-affiliated lawmakers.
